Solicitation and Handbill Distribution

1. What kind of permit or license do I need to solicit for goods or services?: You will need to obtain a City of San Gabriel Business License. Please call 626-308-2812 for further information about obtaining a business license.

2. What kind of permit or license do I need to solicit for charitable purposes?: You will not need a permit. You will, however, need a Solicitation Notice of Intention. You must file it with the City Finance Department at least 15 days prior to the start of solicitation. The form is available on the City website at www.sangabrielcity.com or you may pick one up at City Hall, 425 S. Mission Dr., San Gabriel, CA 91776.
Religious and political solicitors do not need a permit or Solicitation Notice of Intention, but will need to abide by permitted hours and signage.

3. Does the City maintain a list of addresses that have requested to be exempt from solicitation?: No. However, no solicitation of any kind may be conducted at any premises with signs reading “No Solicitation” or the equivalent.

Handbills and flyers may only be left on inhabited premises, if they are properly secured so as not to blow or drift away, thus becoming litter.

No handbills or flyers may be left on vacant property, fences, vehicles, utility poles, street signs or other public property.

No handbills or flyers may be placed in or on US Postal Service mailboxes.

No handbills or flyers may be left on any premises with signs posted that read “No Handbills,” “No Soliciting,” or the equivalent.

5. During what hours may I solicit?: Solicitation may only take place from 9:00 a.m. to 7:00 p.m., 7 days a week.

6. Is there an age restriction placed on solicitors?: Yes. Solicitors for commercial purposes must be over the age of 16 and must present a City of San Gabriel business license and a form of photo ID upon request.
No child under the age of 10 may solicit for charitable or religious purposes unless accompanied by a responsible person 18 years of age or older.
