CAROL D. BARRETT, FAICP: Planning Manager

While Carol D. Barrett is new to the City of San Gabriel, having started her work in December, 2007, she is not new to planning.

Carol has thirty years of professional planning experience on the east coast, west coast, and with time spent in Texas to round things out. She has previously worked as the Planning Director or Assistant Planning Director in Annapolis, Maryland; Berkeley, California; Austin, Texas; and San Marcos, Texas. Her career includes working for the private sector at a regional chamber of commerce for five years.

Trained in City Planning at Georgia Institute of Technology, Carol is an active member of the American Planning Association and was in the first class selected as Fellows of the American Institute of Certified Planners. 

She is currently helping to organize the upcoming Congress for the New Urbanism scheduled for Austin, Texas in April of 2008.

Carol recently purchased a home in San Gabriel. Her husband Gary is native to the Los Angeles area and he plans to relocate from Texas to California in the future

MARK A. GALLATIN, AICP: City Planner

Mark Gallatin has served as San Gabriel’s City Planner since 1993. Mark started his career as a Planning Intern with the City of Alhambra in 1984, and advanced to the positions of Assistant Planner and Associate Planner before coming to San Gabriel 11 years ago.

Mark has a Bachelor’s Degree in Urban Studies from Cal State Los Angeles and Master of Planning and Master of Public Administration degrees from the University of Southern California. He is a member of the American Planning Association and the American Institute of Certified Planners and has been active in these professional organizations throughout his career.

He has served on the Board of Directors for the L.A. Section of the American Planning Association as both Newsletter Editor and Vice-Director for Finance and Records. Mark is a past chairman of the San Gabriel Valley Council of Government’s Planning Director’s Technical Advisory Committee and a past president of the West San Gabriel Valley Planning Council.

Mark lives with his wife, Annie, in South Pasadena. When he is not helping to shape our city’s future, he enjoys reading, collecting sports memorabilia and listening to jazz.

GRACE J. SONG: Associate Planner

Grace received her Bachelor of Arts degree in Political Science from the University of California at Riverside and her Master in Public Administration at the University of Southern California. Grace was first hired by the City of San Gabriel as a Planning Intern during her graduate studies. After graduation, she was hired as a Planner with the City of Montebello and then came back to the City of San Gabriel as an Assistant Planner. The City then promoted her to the role of Associate Planner. Currently, she is the principal staff to the Design Review Commission.

Grace is a native of the San Gabriel Valley. Being raised in a family of military background where service has been a tradition, she is dedicated to public service and plans to continue her career in local government. In her free time, she likes to spend time with her family and friends.

Larissa received her Bachelor of Arts degree in Urban Studies from Loyola Marymount University. Larissa developed her interest in planning while in college, being involved in numerous organizations such as The Center for the Study of Los Angeles. She also participated in The Walt Disney Company's "Voluntears" program, which assists various charities. Larissa started her planning career as an intern for the City of Hawthorne; shortly thereafter she was promoted to Interim Assistant Planner.

As a San Gabriel Valley native, Larissa decided to come back and pursue her planning career in a city that is close and dear to her. In her spare time, Larissa loves to travel and spend time with her sister ,friends and her dog Louie.
