Commercial and Mixed-Use Design Guidelines

These Guidelines, approved by the City Council in January of 2002, won an award from the Los Angeles section of the American Planning Association. They provide clear direction to architects and designers through the use of both pictures and text. The Guidelines even address the City's preferred landscape palette.

Mills Act – Tax Incentive
The Mills Act is a tool used by the City of San Gabriel to encourage property owners to rehabilitate culturally significant buildings. Property owners receive a reduction in the property taxes for improvements to the building. The following link provides more information.

Minor Modification Checklist

Open for Business Banners
The City does not charge a fee for “Grand Opening” banners. After 60 days the owner must take the banner down and any subsequent banner must receive a new banner permit at a cost of $35.

Applications are not accepted by mail and will not be acceped unless all required materials are submitted. Please call a planner for information on what needs to be submitted in order for you application to be determind complete.

Planning and Zoning Fees

Please call the Planning Division to verify that the fees listed are the most recent fees.

Police Department Questionnaire
For uses that requrie special review by the Police Department, such as businesses selling alcohol, staff may require an applicant to fill out this form.

Protest of New Impact Fee Program

An applicant may file a protest regarding proposed impact fees as specified in Government Code Section 66020.

Radius Mapping Services

If a project requires a public hearing an applicant must provide a list of property owners within a 300 foot radius. This flyer provides a list of companies that offer this service.

Second Unit Covenant

The Muncipal Code requires applicants to record a covenant when they receive approval to construct a second unit. This handout can be used as a guide. Blanks spaces shall be typed and not handwritten. The covenant shall be reviewed by Planning staff prior to recordation.

Senior Unit Covenant

When applying for a senior housing unit in a R-1 zone, applicants are required to submit this senior unit covenant for review prior to recordation.

Site Plan Review Checklist
In order to speed up the planning process, the Planning staff developed the attached checklist. Use the checklist to make sure that plans are complete. Incomplete plans will not be accepted.

Single Family Residential Design Guidelines

In May of 2003, the City of San Gabriel instituted design guidelines for all single family homes. The guidelines explain the seven essential elements of a properly designed house. The Guidelines contain eye-catching graphics and clear text.
