RITA ESTRADA: NIS Manager (626) 308-2806 x4636
Rita Estrada has served the City since 1995, when she was hired as the City’s only full-time Code Enforcement Officer. In 2000, the City of San Gabriel promoted Rita to the position of Neighborhood Improvement Services Manager, supervising a staff of one full-time officer and one part-time officer. Also in 2000, Rita received the City’s “Leadership Award” for her leadership in the “Rebuilding Together (Christmas in April)” and “Neighborhood Improvement Services” programs.
Prior to coming to San Gabriel, Rita worked for the City of Monterey Park for more than seven years – five of them as a code enforcement officer. Rita also worked in the private sector for a large real estate appraisal firm as an appraiser and as vice president. She also served as the Manager of the FNMA Division. Rita received her A.S. degree in Administration of Justice from East Los Angeles College before transferring to UCLA, where she majored in sociology and minored in psychology. Rita is a past member of the Statewide California Association of Code Enforcement Officials. She has also been an Officer of the Board of Directors for Rebuilding Together and past Treasurer for the San Gabriel Community Coordinating Council.
Rita lives in Riverside County. When she’s not spending time with her family, she enjoys quilting, reading and watching movies.
JOHN VELASQUEZ: NIS Officer

John Velasquez started his service with San Gabriel in 1996 as a part-time Code Enforcement Officer and in 1999 was promoted to full-time status. John has over 25 years of experience, having worked in code enforcement since 1977. Prior to coming to San Gabriel, John also served as a building inspector for the City of Pico Rivera.
John is a past member of the Statewide California Association of Code Enforcement Officials and previouis served on the Board of Rebuilding Together. He enjoys playing basketball, table tennis and golf.
WILLIAM WHEELER: Part-time NIS Intern

William Wheeler started with San Gabriel in 2005. He previouisly worked for over fourteen years in the private sector as a Production Planner. William is very involved in the San Gabriel community as the current Treasurer for the San Gabriel Community Coordinating Council and Board Director for Rebuilding Together. William is also a member of the Statewide California Association of Code Enforcement Officials.
William is very active in community organizations in his hometown of Monterey Park. When he is not busy volunteering, William enjoys sports and reading.
